The Toughest Job in America As "globalization" dramatically reshapes the U.S. economy, the energy industry is enduring significant changes to its business and ratebase. Global competition has changed the international playing field and the U.S. no longer enjoys the economic advantages it once did. On top of this, Congress is considering new environmental policies that will bring additional challenges. In this new paradigm, the job of a State regulator will no doubt be one of the toughest in America. But there is hope. NARUC's most tenured commissioner, the Hon. Jim Sullivan of Alabama, will share his views on the challenges we face and solutions shaped by his more than 25 years on the job. Attendees will learn how the new economy has impacted the utility sector and altered its load patterns. They will discuss how a concerted effort to fund research and development is necessary to keep the utility sector on its feet. And they will explore ways to embrace domestic diversity, but not lose sight of national security.

Ensuring Consumer Protection - An Update from NARUC’s New Ad Hoc Committee on National Wireless Consumer Protection Standards Cellular telephones and other wireless devices have dramatically reshaped how we communicate. But as these new technologies and gadgets became essential to our work and social lives, ensuring that consumers receive the best service at the best prices remains a critical concern of State regulators, consumer advocates, and industry officials. Congress, the Federal Communications Commission, States, consumers and industry have recognized this and various efforts have been made to set basic wireless consumer standards. NARUC is doing its part, recently establishing the Ad Hoc Committee on National Wireless Consumer Protection Standards. This committee, made up of 16 NARUC members, will work together to propose consumer-protection standards for wireless service. This session will provide NARUC members an overview of the actions and goals of the Ad hoc Committee. Then a panel of experts will explore wireless consumer issues and the pros and cons of specific proposals for consumer protection standards.

SMART GRID AND PHEVs: COMPONENTS OF THE FUTURE ELECTRICITY NETWORK Rising energy costs from the global competition for resources, national security concerns over oil dependence, and the risk of climate change increasingly have focused discussion on transformational approaches to U.S. energy policy. The common elements in such approaches are the development of a Smart Grid and the introduction of Plug-in Hybrid Electric Vehicles (PHEVs).
The Smart Grid is seen as providing consumers tools to control their energy costs, enabling demand response that can defer the need to invest in new capacity, facilitating deployment of renewable and distributed resources, and allowing PHEVs to be efficiently integrated into the power system. Major auto manufacturers are planning to rollout PHEVs by 2010, and both U.S. Presidential candidates have proposed giving consumers substantial tax credits for the purchase of such vehicles. The smart grid and PHEVs could be potentially integrated into a future electricity network that would envision four evolving infrastructures: 1) a low carbon generation system; 2) a smart grid enabling efficient use of electricity, intermittent sources, and demand management; 3) local energy networks that are grid-connected; and 4) an electric transportation system that would include cars and rail systems. This panel would address the potential impacts and the implications for regulatory policy.

Dwindling water resources, aging infrastructure, and a growing population are coming to a head and demonstrate the need for drastic changes. This session will preview the documentary "The American Southwest: Are We Running Dry," which details the situation and what can be done to change it. Attendees will learn what State and local officials are doing to educate and prepare citizens. They will also learn about solutions, such as conservation, water reuse, and other possibilities. For utility regulators responsible for assuring adequate supply of essential services, this session is of utmost importance.

Business Meeting State commissioners are in the business of making the right decisions about the future. One of the most important decisions will be how State regulators respond to potential new climate policies. Any new environmental regulations will present us with numerous policy options, but only the right choices will give ratepayers affordable and reliable energy supply. This session will explore some of these policy options and how to set the right path for the consumer in a carbon-constrained world. Panelists will also debate tradeoffs and the options States should pursue. This will be an interactive, spirited discussion with all options on the table, from conservation to adaption and broadening renewable resources. This unique session will provide attendees with a number of options and thoughts on the best way to move forward.
